In our case, Ecuador, the government seldom looks at the ocean; because of minorities the international aid is always looking to the Andes Mountain, forgetting that any climate related impacts come mainly from how the ocean behaves. We have failed in the country to raise this kind of awareness. This has lead to the elimination of governmental structures that supported marine and coastal development. These methodologies for co-design processes to joint development of policies must be the principal point. Otherwise, any other action might work temporary. As an Institution of Higher Education we have been promoting ocean policy for over 60 years. However, it is not possible to reach adequate results alone.
